Bullseye is generally better with everything. He can pick up a pebble and throw it with pinpoint accuracy. He could kill you with literally any object in a room, because he can throw it so well.
He's hired for the toughest jobs because he is the best. He takes his targets seriously, so much so that he never misses. Not once. That is, not until Daredevil (Ben Affleck) makes him miss.
Most recently, Hawkeye and Bullseye went head to head in the Hawkeye: Freefall limited series. They were very evenly matched but Hawkeye uses specialty arrows and won.
Bullseye would win in a fight between him and Hawkeye. Hawkeye is a great marksman but Bullseye is notoriously known for killing a woman from 100 yards with a toothpick. Bullseye was also suited up as a more dangerous version of Hawkeye in Dark Avengers.
They're both deadly foes, but at the firing range, Deadshot wins. If they had a knife-throwing match though, Bullseye would win.
To wrap things up, Bullseye is a monster. He is not superhuman, and his power is simply his inability to miss a target regardless of what he picks up. He can throw anything from a knife to a club to his own teeth and do severe damage with anything.
The fight is fairly even but Deadpool eventually gets the upper hand and impales Bullseye, although he is fairly sure Bullseye will survive. Later when Deadpool "dies" Bullseye shows up and throws an ace of spades (one of his signature weapons) into the coffin and tips his hat as a sign of respect.
10 Defeated Her: Bullseye
Black Widow put up a decent fight to hold off Bullseye, but he ultimately got the better of her. Neither has any kind of overpowered abilities, so it was one of her more evenly-matched bouts, but at the end of the day, Bullseye was successful in his plan of action.
The revolver used in the game is secretly unloaded, but Daredevil has Bullseye take the even-numbered turns so that he would feel sure that the last shot is going to kill him. Bullseye has repeatedly cited this incident as his greatest grudge against Daredevil.

He may not seem like much, but he's a wily and deadly combatant. While there are ways for Joker to win this fight, Bullseye isn't going to give him a chance. The problem with Joker fighting Bullseye is that he's just not going to be able to dodge all of the stuff Bullseye throws at him.
Between his shield, speed and agility; Captain America would easily close the distance between them, neutralizing Bullseye's skill at thrown weapons. And once it becomes a hand-to-hand fight, Bullseye is DONE. Sure, he regularly fights Daredevil, but Cap is stronger and more skilled.
Bullseye is going to try to get in close as soon as possible, nullifying Green Arrow's weapons. In close, Bullseye's superior fighting skill is going to allow him to defeat Green Arrow in short order.
Daredevil and Bullseye's battle revealed each character's strengths. While Daredevil was better with close-range combat, Bullseye was superior with long-range precision. Bullseye's abilities gave him the advantage, and he won, cementing himself as a powerful foe.
